Dusty Rhodes didn't just work for Vince McMahon in the late '80s as an effacing minstrel act (that he still got over because Rhodes was the GOAT). He had a few tours in New York back in the territory days, although technically, those tours were for Vince's daddy. Still, he had a few runs at Superstar Billy Graham during his title reign. He also had this shot at Bob Backlund, although technically it was booked by Antonio Inoki in New Japan Pro Wrestling.
